I wouldn't be at all surprised if part of the point of all this is to "encourage" marriage as opposed to living together.

In any event, you (and he) are just discovering the "wonderful" new world of Real-ID. This crap will be mandatory everywhere in the US under Real ID. One can only hope that enough people get harassed by the State paper-pushers that there will be a huge pushback.
