Why spend the extra money and endure the longer delay? I say "no" to a chipped document as long as I can. For a LOT of reasons.

As for the documentation, Virginia DMV refused to accept the County-issued ad valorem property tax bill for our house when Mrs. GHF went to get her license. OTOH, they accepted her pay stub instead.
