Yes, the agent said ICN was not part of published routing to CGK nor SIN. I can understand CGK, but cannot understand SIN part. She only said, per routing rule, the only places I can stopover is HKG or NRT. I had thought stopover can be enroute *A hubs (so includes NRT, ICN, SIN, BKK, PVG, or PEK). It's not like I am asking a stopover in Guilin, China or Chiang Rai Thailand.
Oops, sorry, for some reason I thought that you were going into CGK and leaving from SIN. I misread.

I usually go to the Star Alliance web site and type in my origin and destination, which gives all of the supposedly legal routings. I agree that it's inconsistently applied. (Doing that for JFK-SIN shows BKK, NRT, and PEK, not HKG!)
