I don't believe either of these statements are completely accurate.
-A person I had gifted an eVIP to was able to pay the tax with his credit card. However, in order to do so, AA (at LHR) had to place the credit card in my profile. It remained there as a payment option for me until I deleted it. Of course, using it to pay for my future flights was not really an option since I did not have my friend's security code -- which brings me to my second point:
-When making itinerary changes, I have never had to resubmit my entire credit card number to the EXP desk. I've been able to tell them to use the card on file and they've just asked me to tell them the security code in order to process the transaction.
