only way really is via cab unlike KRK which has a train.
If you want to grab some decent food around the airport, there is a restaurant called Jeff's. that has American style food, though your going to EWR so don't know if you need a burger that bad
It's up to you. Siteseeing is no, but you should have enough time to grab some good meal/beer in the square. Lounges are nothing special though it is a new terminal. If you don't plan to fly thru WAW or visit Poland again then you might want to go in the city. If not, then theres always next time
I was guess if you arrive at 910am, you cab to the old town (well technically new town) should take 20-30min, 10am there till 11am and cab back to the airport.
If you don't want to risk it and be safe stay at/near the airport, but I'm one of those for instance that went into Sydney to grab lunch by the opera house for a 4hr layover with a outbound intl flight.
