Aren't they paid at different rates for different activities? Under your "recollection," a FA could show up for a work assignment in uniform, sign in, preboard a flight, experience a mechanical, endure a couple of hours of a "decision" process, suffer a cancellation and then go home - all without earning a cent. Under Federal labor laws, that seems unlikely.
Perhaps an actual FA can replace speculation with some facts.
