Well, not always. This weekend, for example, it's on monday!
The highlight of Rosario is the Monumento a la Bandera (National Flag Memorial), on the site where Manuel Belgrano first raised the Argentine flag. There's also a very nice riverside where rosarinos like to spend evenings drinking mate.
And many say rosarinas are the best looking women in Argentina.
