I expense what is business related.

For example, my laptop is large enough that it's unusable in a coach seat if the person in front of me reclines at all. I have expensed the $15-25 that some airlines charge to sit in an exit row, in order to allow me to work on the flight home.

But I would never expense that same fee if my intent was to watch a movie on my laptop during the flight.
