How would the kiosk know when it is truly available for the next Customer?

I frequently have to stand around for a minute or two to wait for the CSA to tag my bags, and could see confusion if it considers the kiosk available while I wait for my bag tags/ID check.

Maybe a weight sensor in the floor, or above the kiosk, similar to an automatic door?
