2nd bag fee was covered last I heard because we had to travel with two checked bags (big, heavy toolboxes can't be carried on, and to keep the weight in check we had to put some stuff in the suitcases with our clothes).

I'd think that there would be no problem with the first bag fee, but the people who made these decisions weren't always the brightest kids in town.
