From the airport, the easiest thing to bypass any strike-induced HOV restrictions would be to take the bus service.

If a strike happens, as long as you are within Manhattan, shopping, sightseeing, etc should be fairly normal. Cabs will be difficult to find, but otherwise it should be OK. A convenient excuse to walk.
