Thanks for the replies. I am getting all the NYC TV fees by satellite here on the West Coast. What they are saying is that they won't let anyone into Manhattan unless they are part of a 4-person vehicle.

Lots of this stuff on the NYC news. Many are saying the only ones hoping to get into Manhattan on a cab without 4 people might be God or the Pope (they weren't sure about the Pope).
