I think the Cruise Line is sending the wrong messege!

If the guests had sewage spills and were locked on the balocony for 3 hours, the line should have done much more than "offering a discount". An instant upgrade to a Speciality Suite would have been O.K.

But by banning them, to me it says "we don't care"!

Yes, sadly some people fake complaints to get breakfast coupons or other perks, but sewage and a 3-hour response time cannot be faked!

I will be sticking to the Butler Level on Cunard, as they are not the type that allow these things to happen.
