Form the article I read, Changi is the only airport that the UK will allow transit passengers to bring Duty free from another Country.

Most of my travel is to Dubai at the moment and I fly with KLM, no point in purchasing booze at DXB as it's removed in AMS before you can board your connecting flight to the UK.
