I notice the AS forum has a number of these people (and they are uniformly pretty awesome), and I think it would help with things like the dark 319/poorly written emails, and I think it would help for VX as well.
On a.net they have a person username "VX" that is a GA at LAX. However, I think that definetly be a person on aviation websites and blogs with official capacity to look into problems. It would show good service and outreach.
