I think minimum connection time for international travel is 60 minutes so that's pretty close but obviously still legal. A quick look shows a HVN-PHL flight that gets in at 12:35 so it would be a little less time wondering around PHL and maybe they'll be able to check bags all the way through.

Getting to ticketing from baggage claim is not bad, just up the escalator and down the other side. Since you're coming from HVN you would likely be arriving in either B or C terminal which is where you would have to collect your bags and then go over to A for the CDG flight. You can go through security at B/C and then walk inside to A. Not too bad especially since you'll have lots of time if you decide to go that route. I would assume you can get your BP in HVN for the PHL-CDG flight since I know you are able to check in online for international flights (which is what I would recommend).

Unfortunately there isn't anything outside security by way of shops, places to eat, etc.
