Yes it can. Passenger therapeutic oxygen runs from the ring main which feeds the masks used in a decompression. If the therapeutic oxy mask is removed from the main whilst the supply is turned on a build up of pressure can occur in the system which causes the emergency oxygen masks to deploy which in turn triggers the pre-recorded announcement.
