Hi, Mary12. Welcome to Flyertalk.

From a practical point of view, the bag is weighed at checkin. There is no baggage weighing station deep in the bowels of the airport. If Philippine Airlines accepts your bag, you are OK to your destination. Even if you have to claim your bag at Port of Entry, take it through US Customs, and recheck it, they will not weigh it there.

Any problem you encounter will be on return. As 3Cforme noted, you will have to pay $50 for exceeding 50 lbs. If the bag exceeds 70 lbs. (by even one ounce), it will not be accepted.
