The 700 THB tax only apply to international dep. Your flight to HKT is domestic. You will be fine.
If on one ticket you do not need to check-in again at BKK. Your bags will checked through to HKT and you will receive your boarding pass for BKK-HKT at your point of origin or transfer center at BKK.
