Hi chuck1, sometimes I arrive at 6am and leave at midnight and go into town.
The collection ratio seems to be 2 in 3, BUT it is payable, just seems the odd one doesn't check the ticket correctly, or is none the wiser. The F counter cheekly referred to it as their unofficial $20 cigarette tax.
