How to return a Thalys ticket bought through DB?

I bought a Thalys "Librys" (exchangeable, refundable) ticket through Deutsche Bahn's web site because their system is more US-friendly. However, during Thalys' current "Red Day" sale, I can get my Comfort 1 (1st class) ticket from Brussels to Koeln for 29e instead of the 66e that I paid.
Since my initial ticket is refundable, I assume that I can just buy a Red Day sale ticket and then return the original one. However, the Thalys website says that tickets bought through a travel agency must be refunded through the same travel agency. Is DB Mobility considered a travel agency for these purposes? And what procedure would I use? This is a paper ticket, and I can't find any procedure on DB's website (at least not the English section) for how to return a refundable paper ticket for a refund.
