Do I have to pay TG the THB700 "TS" Tax?

I am arriving BKK on TG from PVG at 9:00pm.

The next day I am departing on MH to KUL at 5:10pm.

My ticket is issued by AA and they did not include the THB 700 tax code TS which is international service charge which used to be collected in cash at the airport.

The tax, while now included on the ticket, is not to be charged (according to AA) in my case as I am in BKK less than 24 hours.

I will leave the airport and go into the city and a hotel.

AA says the tax is not to be charged for transit passengers who stay in BKK less than 24 hours.

TG says it should be collected because I am leaving the airport.
Increased Passenger Service Charges in Thailand
International Passenger Service Charge (PSC) will be increased in Thailand
from THB500 to THB700 and Domestic PSC from THB50 to THB100.

Increased Passenger Service Charge will be charged on all passengers departing
from all airports in Thailand except Koh Samui / Sukhomthai / Trat and shall be
collected at point of sales for tickets issued on/after 01NOV06 for travel on/after 01FEB07.
Exemptions:
-Domestic to domestic transfer within 6 hours except for return segment to point of origin
counts as separate departure.
-International to domestic or domestic to international transit / transfer within 6 hours(not leaving
from the transit area)when ticketed on the same ticket.
-Infants under 2 years of age

My agent's system says the following:
EXEMPTIONS:
1. INFANTS (UNDER 2 YEARS OF AGE)
2 TRANSIT/TRANSFER PASSENGERS
- INTERNATIONAL TO DOMESTIC OR DOMESTIC TO INTERNATIONAL
TRANSIT/TRANSFER WITHIN 24 HOURS (NOT LEAVING FROM THE
TRANSIT AREA) WHEN TICKETED ON THE SAME TICKET.
- INTERNATIONAL TO INTERNATIONAL TRANSIT/TRANSFER WITHIN
24 HOURS
3. AIRLINE CREW ON DUTY
4. THAI ROYAL FAMILY


Now I am confused.



This is from the TG website. It doesn't seem to address international to international transit.
