If a station goes from mainline to UAX, ground handling will shift to UAX as well. So if ground staff want mainline pay and benefits, they will need to transfer to a mainline station.
So I can appreciate why a GA would want mainline service to stay in MHT, not that I think the suggestion for customers to use
