They don't always. It is wierd I have seen people being offloaded and not put on near empty 747s to Nairobi. Same happens in JRO. They will NOT reroute people via NBO eventough there are flights to NBO leaving after KL569/571 leaves JRO which are still in plenty of time to catch the KL flight to AMS.
My mother has been bumped from a fully overbooked JRO-AMS flight on the same day I was flying JRO-NBO-AMS. I flew a full pax 747 back to AMS with enough people to fill Twin Otter!
