The 4 qualifying flights rule means you need to have flown 4 tier point earning sectors on BA. You've say you've flown CW, so that will count as 1 but how have you earned the other tier points? If it was on other OneWorld airlines then they won't count and you'll continue accumulating tier points as a Blue. Once you've done the 4 flights it you will automatically be promoted to Silver but you'll lose any tier points over 400 so the sooner you achieve this the better.
