credit cards? In the US, they are treated as cash advances, and thus accrue high interest charges from the withdrawal date. You used to be able to overpay your credit card before traveling abroad to mitigate this problem, but at least with my credit cards that avenue was closed off some time ago.
I've never been able to find more than anecdotal evidence for the ATM restrictions either, but there again, I wouldn't expect a press release from an Argentina bank explaining why
