I think the overwhelming opinion is that, where possible, it is much kinder to seat children in the lower deck cabins.
Let me say first of all, as someone (with no children) who always aims for the UD in CW, I am of this opinion too - it makes the UD (which is already a quieter area due to its size) much more peaceful.
However, I also accept that this smacks of a NIMBY (Not In My BackYard) attitude since (as is always raised in debates about flying with children) you likely to be disturbing fewer people in the small cabin upstairs than downstairs.
Still, depending on the size / age / desire to have a window seat of the children, I would say the best solution may be to seat yourselves downstairs in the middle block to keep the family together.
I'm with this viewpoint. Although I accept what others say about it being you who paid for your seat, and it perhaps comes across as selfish to say it's not ideal to have children in such a quiet cabin, there's also the aspect of small children being able to fall down the stairs if you take your eyes off them for a while.
I think if the kids are very small it would be best to take the two middle seats downstairs with you both on the aisle and then it'll be like having their own private cabin to play in.
