Why do you keep repeating that CO was in bankruptcy twice as if it was somehow contrary to their current actions?

UA wants to stay out of bankruptcy by getting the ATSB guarantee. CO doesn't want them to have it. The whole point of CO's report is to push UA into bankruptcy.
