People - this isn't rocket science. The rules are clearly published in the EXP guide. I can't understand what causes people to post inaccurate answers to such basic questions.

I didn't look at the actual respondents to see who is EXP and who isn't, but it's certainly possible that someone who reads here and sees a question they think they know the answer to decided to be helpful, despite being far below eVIP eligable level themself, and had picked up a misunderstanding earlier. Also, some people are just terrible with details.
