Need advice for getting from London City Airport (LCY right?) to LHR.

I'll be in Nairobi in the end of June and booked my wife and son to come down too but the available segment out of FRA goes into LCY. They have 3 hours between Landing and Take Off. Can they make this? They'll be flying in C so they'll get to use the short lines, hopefully.

I looked at the planning tool in the sticky and it gave the best time as 1:47. Maybe a taxi is the best way?
