You should add that although baggage is through-tagged, they still need to clear immigration at BKK as their BKK/HKT flight is Domestic.
HKT is infact an international airport, and they will be in transit from LHR. I have travelled from SYD to HKT via BKK many times and cleared in HKT. Baggage goes through from LHR. When disembarking from LHR flight they will be in transit and procede to Royal Silk lounge and then to the gate. When they arrive in HKT there should be a person or sign indicating where transit passengers are to disembark through customs and immigration.
Technically they are still international passengers from customs in LHR to customs in HKT.
