The FAA has changed the policy so many times we haven't had time to catch up yet. The new requirement is that the window seats directly infront of the exits may not recline at anytime. The other seats may recline when in flight. Right now we have planes that have all seats in 9 and 10 locked out and some that only have 9A/F and 10A/F locked out.

Sucks for those that pay extra for an EML seat, only to find out that it's not-reclining!
