Fish are okay, and you can have more than 3 oz. of water. SOP has a specific section for transporting live fish. Apparently, the fact that the fish is still alive is sufficient to prove that the liquid is only water.
That will change as soon as the first "fishbomber" is caught....
The current rules are in effect because TSA management has a high regard for their closest relations: fellow reptiles...
