I have been researching this periodically over the past year. I have not been able to find an example where a State has required physical possession of an identification instrument for non-driving purposes. I am still looking at the issue, but my searches have only produced the same links others have posted in other threads with links to states that have Stop & Identify laws on the books. All of those states only require a statement of ID, not physical identification cards.
