Can't speak to US releasing seats at 330 out, but yes, you can begin building and hold an award itinerary without ticketing, with some caveats:

1. Agents aren't exactly excited to do so - it used to be no problem at all - it's becoming more of an issue when you call in. Be prepared for some potential resistance and if encountered, politely hang up and try again later.
2. An itinerary including segments on SQ must be TICKETED within 24 hours or any SQ segments will be automatically removed.
3. Typical hold is for 72 hours.

In my experience, US and UA are quite advantageous in this regard - AC and BD (and I think LH) require that you be able to ticket the entire itinerary at time of booking. With BD it's less of a problem as you can book one-ways.
