If my memory serves me correctly, I've had two out of three airport agents waive the ticketing fee because the vouchers cannot be redeemed online. This was before AA rescinded the telephone fee when mailing vouchers to Milton. I suppose airport agents would be more inclined to charge since there is a no-fee option available now.
To directly answer the OP's question: No. You will not be charged a ticketing fee when making a reservation over the phone and paying with a voucher. You will need to mail it to AA's processing facility in Milton, FL. If you want a little more control over your reservation, you can always place it on hold via AA.com then call to set it up for ticketing with a voucher. The agent will need the voucher type, issue date, number and dollar amount.
