How would Customs know his bags still need to be cleared if he arrives in CUN from a domestic flight?
I have done a number of int'l - domestic transits in MEX (not in the new T2, mind you, just the old T1). Your bag will be tagged and checked through to your final destination.
When you get to CUN the assumption will be that everyone is going through customs. You press the button there, and get the green/red light and get checked. After all, look at that flight MEX-CUN -- there's probably not even a single Mexico resident on that flight.
