Everybody jumps up and down saying "great idea - yes wonderful" but it seems that no-one is brave enough or has enough little grey cells to think it through and say "ah but the downsides are".

Politics too "lets save money by getting rid of the 10% tax band" - perhaps if someone had thought it through GB wouldn't be so deep in the brown smelly stuff?
