7 hours ANYWHERE in an airport is too much for me...I'd hop the train from the airport and take a tour of Independence Hall and the Liberty Bell area...think of it as a bonus trip to Philly that (assuming it's daytime) is cheap, fun, and relatively safe ^ I've done this sorta think in airports with direct connections to a train/subway...SFO (In and Out Burger is just down at the Milbrae stop of Bart), ATL, DCA (favorite stopover), ORD, and AMS (favorite international)...
