Nope. Most other Visa/MC issuers converted to foreign surcharges on all foreign-originated charges (this is when Visa/MC themselves similarly changed the nature of their 1% fee), but Citi was one of the few who did not.
Regarding Amex, they have a well-known problem with inaccurate foreign exchange rates (which are always in their favor). After too many bad rates from them, I've sworn off using Amex overseas.
