had the same issue with a rental change I tried to make in Reno/Tahoe. Since the rate is locked at the time of the reservation, any change to that res causes the res to be effectively started all over again at the time of the modification - to the rates avail at that time. Thus changes close to the booked date will almost assure a rate increase across the board. A perverse rule but apparently the way it goes in the rental car world
