Think outside the box a little because your plans are a recipe for disaster.

The Starwood properties in Fiji are all located at a golf resort where the ocean is horrible - you wouldn't want to dive there, and the places in Fiji where you would want to dive have no nearby Starwood hotels. In fact, the ocean around Rarotonga is far better than in most of Fiji, but there are no Starwood properties.

Why don't you buy a sidetrip from Nadi (Fiji) to Port Vila (Vanuatu), stay at Le Meridien there and dive there?

It sounds as if you are planning this vacation totally the wrong way round - the destination for your miles (Fiji) does allow you to burn Starpoints, but not anywhere with decent diving.

This will give you a vacation which costs nothing but which also delivers nothing. I would repeat: in Melanesia both New Caledonia and Vanuatu have generally much nicer beaches than most of Fiji, with lots of WW2 wrecks to dive, and the Fiji Starwood hotels are grossly inferior to the New Caledonia and Vanuatu ones.

Oh, and don't go in the rainy season.
