I'm headed to Tokyo for the first time (for 4 days) next week. I have read that one doesn't tip in Japan does this also apply to the hotel bellman and/or room service?

I am booked at the Peninsula for $410 per and the PH is about $150 more per night. I would appreciate any thoughts on these two hotels and if the PH is worth the extra cash.
