I've had this kind of trouble with Teleflora, ProFlowers, and -- worst of the lot -- FTD. They all have the same potential for trouble, e.g. no control over fulfillment. They're just order-takers who forward the orders to a bunch of independent operators. If you really want the flowers delivered, search up a florist in the recipient's zip code and telephone them directly.
I have used ProFlowers at least 10 times. Their flowers are fedex'd from Florida so they have some control. The quality has always matched their website pictures and the delivery is fully trackable and many emails are sent along the way.
