"Best" is a relative term, but this forum should work well enough.

A reward in Bz will cost 80-100K points on SkyTeam so you don't have enough points for that. I don't know the reward levels for Air Canada or ANA, which are the two most common StarAlliance redemption paths.

That being said, I see award seats available in coach departing NYC on Tuesday, June 17th on either AF our of JFK or CO out of EWR. There are plenty of connection options once you get to CDG to get you to BUD. The returns about 2 weeks out are only available in J, so you don't have enough miles there. If you make the outbound on 6/29 there are returns on the 11th or 13th of July. The return on the 13th can actually be done without a forced overnight in Paris, though you do get to JFK pretty late that night.

There are also J rewards available on a pretty good number of dates, but that will cost you more miles.

I did the search using continental.com for NYC-CDG and then NWA's site to find CDG-BUD availability. You'll have to call in to ticket it, but the reservation agent should be able to put it all together if you feed them the flight numbers and dates.
