IME (and I start and end EVERY trip on a CR-200) I am barely offered any drink, let alone a cocktail.... and have never ever ever ever seen sparkling wine (or champagne) on ANY RJ.
Not saying it doesn't happen, but I think you would have a easier time finding the mythical UGS who flies only 1 r/t per year
But YMMV (on finding the chapagne
