I would have reported it to the baggage office that's located in baggage claim.
I think that's rather cynical that you think people don't give a damn about their jobs and improving the customer experience. Maybe you would get better service or experiences if you gave people the benefit of the doubt.
Having them fix the problem would be a lot better than helping the few flyertalkers who read your post about it.
