I'm not sure what the exact qualification threshold is, but it is at least two years of 3000+ TPs. There has been some speculation that there are additional requirements (which we don't know) as there are some who claim to have cleared this threshold and have not received the golden invite.
CIV97 is given once you join GGL. My CIV was lower than than when I got my invite and was then promoted to these dizzy heights.
