Nothing new.
A couple of years ago, I was on a UA flight from SFO to ORD. As we reach cruising altitude, the captain comes on the PA and says something to the effect of:
"Welcome aboard... we'll be flying over this and that... we've got a good tailwind, so normally we'd arrive ahead of schedule, but the beancounters have asked us to fly a little slower to save some gas..."
The funny thing was listening to channel 9. ATC kept asking the crew to increase speed. The pilots would bump the throttles forward for a few minutes until the restriction was lifted, then slow right back down again. This went on all the way to Chicago.
