While I don't know of a consolidator, when I was talking with my tour guide in Egypt, he was under the impression that LH had the lowest fares.

Although it's been 3 years since I've been there, last I checked all the fares were "controlled" and couldn't find any deals. I ended up taking Olympic out of Athens as it was cheaper than ex-LHR.
